VAT in Belgium is governed by the Belgian VAT Code (Wetboek van de belasting over de toegevoegde waarde):
- Standard Rate (21%): Applies to the vast majority of goods and professional services.
- Intermediate Rate (12%): Applies to food served in restaurants and catering establishments (excluding alcoholic beverages), phytopharmaceuticals, and social housing.
- Reduced Rate (6%): Widely applied to basic groceries, books, pharmaceuticals, hotel lodging, domestic electricity and gas, and construction work renovating private residential dwellings older than 10 years (Attest 6% BTW).
- Small Business Franchise (Art. 56bis): Businesses with an annual turnover not exceeding €25,000 (excl. VAT) can opt for the exemption scheme, meaning they do not charge VAT and submit no periodic VAT returns.
