Belize Customs Valuation & Import Duty Rules
The Customs and Excise Department of Belize calculates import liabilities using the internationally recognized CIF (Cost, Insurance, Freight) method in accordance with CARICOM tariff regulations:
1. CARICOM Common External Tariff (CET)
Belize applies the CARICOM CET tariff scale: 0% to 5% for capital machinery and basic raw inputs, 20% for standard consumer and commercial merchandise, and up to 40% for protected regional products.
2. Environmental Tax (3%)
Under the Environmental Tax Act, a statutory 3.0% tax is levied directly on the CIF value of imported goods arriving from outside CARICOM (reduced to 2.0% for CARICOM goods and 0% for essential medicines).
3. Compounded Import GST (12.5%)
Import GST is calculated on the compounded tax base consisting of the CIF value plus Import Duty, Environmental Tax, and any applicable Revenue Replacement Duty (RRD).
4. Courier De Minimis Exemption
Personal courier shipments valued under BZ$ 200.00 (US$ 100.00) imported for non-commercial use may qualify for simplified administrative processing and duty exemptions.
