Fiji Customs Import Duties & Valuation Methodology
CIF Valuation (Cost, Insurance & Freight)
In conformity with the World Customs Organization (WCO) valuation agreement, the Fiji Revenue and Customs Service assesses all customs tariffs on the CIF value. Foreign currency invoices are converted into Fijian Dollars (FJD) using official bi-weekly customs exchange rates published by FRCS.
Fiscal Duty Brackets (0% to 32%)
Fiji’s Customs Tariff Schedule establishes clear industrial policy tiers:
- 0%: Essential food staples, solar panels, agricultural equipment, and specialized medical hardware.
- 5%: Raw materials, industrial chemicals, and building construction supplies.
- 15%: Intermediate commercial components and semi-manufactured imports.
- 32%: Consumer items, finished clothing, electronics, and imported motor vehicles.
15% Import VAT Compounding
Crucially, 15.0% Import VAT is not applied merely to the FOB or CIF value. By statute, the VAT base is calculated on the compounded sum: CIF Value + Fiscal Duty + Import Excise Duty. As a consequence, higher fiscal duties increase the total VAT paid at clearance.
Input Tax Credit for Businesses
Commercial enterprises registered for VAT with FRCS can claim back the 15% Import VAT paid at customs tax credit on their periodic VAT return (Form 4), ensuring that VAT is only borne by final consumers.
