Understanding Georgian Electricity Regulation (GNERC)
Residential electricity distribution in Georgia is regulated by the Georgian National Energy and Water Supply Regulatory Commission (GNERC / แกแแแแ). Under Resolution No. 33, tariffs are set on a 3-step progressive tariff scale designed to encourage household energy conservation.
Billing Mechanics
Consumption is calculated across the three steps:
- The first 101 kWh of monthly consumption is billed at the Step 1 subsidized rate.
- Units consumed between 101 kWh and 301 kWh are billed at the Step 2 rate.
- All consumption exceeding 301 kWh within the billing cycle is charged at Step 3.
- In Tbilisi, the municipal waste disposal levy is added directly to the Telasi account to ensure unified utility billing.
