Real Estate Acquisition Tax is not assessed on your actual purchase price. Instead, it is calculated from the official Fixed Asset Assessed Value (固定資産税評価額), typically established by municipal surveyors at roughly 50% to 70% of fair market value for buildings and 70% for land.

For newly constructed buildings without an existing tax record, the prefectural surveyor calculates the cadastral replacement cost based on municipal building tables.

2. Dual Land Relief Measures

Residential land benefits from two consecutive relief mechanisms under Article 73 of the Local Tax Act: First, the taxable assessment value is automatically cut in half (50% reduction).

Second, after applying the 3% tax rate, a direct residential land credit is subtracted: the higher of ¥45,000 or (Land Value per m² × 0.5) × (Building Area × 2, capped at 200m²) × 3%. In the majority of family home purchases, this deduction reduces land tax to zero.
