EAEU & Kazakhstan Customs Regulations

1. €200 Personal E-Commerce Limit

Citizens ordering items from overseas online retailers enjoy duty-free clearance if the shipment value does not exceed €200 and 31 kg.

When a parcel exceeds either limit, duty is charged only on the excess: 15% of the excess value, but not less than €2 per kg of excess weight. Personal parcels do not pay separate commercial declaration fees or 12% VAT.

2. Commercial Clearance Formalities

Commercial shipments imported by legal entities and registered sole proprietors (ИП) must file a customs declaration (ДТ) via the ASTANA-1 customs electronic portal.

Commercial clearance incurs three mandatory charges: (1) Customs duty based on the EAEU ETT code, (2) Flat 20,000 KZT customs clearance fee, and (3) 12% Import VAT on the cumulative value of '(CIF + Duty)'.

Frequently Asked Questions

What is the personal postal de minimis threshold for imports into Kazakhstan? ▼

Under Eurasian Economic Union (EAEU) customs regulations, goods imported by individuals for personal use via international postal shipments or express couriers are exempt from customs duties if their value does not exceed €200 and weight does not exceed 31 kg per parcel. Any excess above €200 or 31 kg is subject to a 15% duty (minimum €2 per kg of excess weight).

What is the EAEU Common Customs Tariff (ЕТТ ЕАЭС)? ▼

The Eurasian Economic Union Common Customs Tariff (Единый таможенный тариф ЕАЭС) establishes harmonized import duties across Kazakhstan, Armenia, Belarus, Kyrgyzstan, and Russia. Duties are applied ad valorem (typically 0% to 15% of the CIF customs value) or specific/combined rates depending on the commodity HS code (ТН ВЭД).

How is Import VAT (НДС на импорт) calculated in Kazakhstan? ▼

Import VAT is levied at the statutory 12% rate under the Tax Code of Kazakhstan. The taxable base for import VAT is the sum of: Customs Value (CIF in KZT) + Customs Duty Amount + Any applicable Excise Taxes. Crucially, VAT is calculated after adding the customs duty.

What is the Customs Clearance Fee (Таможенный сбор)? ▼

For commercial imports declaring under formal customs declarations, Kazakhstan State Revenue Committee (КГД МФ РК) charges a flat administrative customs declaration fee of 20,000 KZT per declaration (decree of the Government of the Republic of Kazakhstan).

What currency conversion rate is used for customs valuation? ▼

Customs value and duty limits (such as the €200 threshold) are converted to Kazakhstani Tenge (KZT) using the official market exchange rate established by the National Bank of the Republic of Kazakhstan (НБРК) on the day the customs declaration is accepted.
