Kazakhstan Maternity & Childcare Benefits (2025/2026)

1. Maternity Leave Lump Sum (4.2 Coeff)

Employed women with active social contributions receive a lump-sum payment for pregnancy and childbirth leave: Disbursement = Average Monthly Salary (max 7 MZP) × Coefficient × 0.90.

The 10% deduction is not a tax; it is credited directly to the mother's ENPF pension account to prevent interruptions in retirement accumulation during maternity leave.

2. Childcare up to 1.5 Years & Birth Grants

Following maternity leave, parents receive 40% of their average monthly wage (capped at 595,000 KZT) for 18 months.

In addition, the state budget pays a non-taxable one-time birth grant of 38 MRP (149,416 KZT) for children 1–3, or 63 MRP (247,716 KZT) for the 4th child and above, available to all mothers regardless of employment history.

Frequently Asked Questions

How is the Kazakhstan Maternity Benefit (Декретные выплаты) calculated? ▼

Under the Social Code of the Republic of Kazakhstan, the lump-sum pregnancy and childbirth benefit (по беременности и родам) is paid by the State Social Insurance Fund (ГФСС). It equals your average monthly social-insured income over the last 12 calendar months multiplied by a 4.2 coefficient (representing standard 126 maternity leave days), minus 10% Mandatory Pension Contribution (ОПВ).

What is the maximum statutory income ceiling for maternity benefits in 2025? ▼

The monthly insurable income considered by GFSS cannot exceed 7 times the Minimum Monthly Wage (7 × МЗП = 7 × 85,000 = 595,000 KZT). Therefore, the statutory maximum gross maternity benefit is 595,000 × 4.2 = 2,499,000 KZT. After deducting 10% OPV pension contribution, the maximum net bank payout is 2,249,100 KZT.

How is the monthly childcare allowance up to 1.5 years calculated? ▼

Working mothers (or fathers) receive 40% of their average monthly salary over the preceding 24 months from GFSS until the child reaches 1.5 years of age (18 months). The monthly income base is also capped at 7 × MZP (595,000 KZT). From this 40% payment, 10% OPV is automatically withheld and credited to the mother's ENPF pension account.

What happens if a woman earns more than 7 MZP (595,000 KZT)? ▼

GFSS pays strictly up to the statutory 7 MZP ceiling. However, under Article 99 of the Labor Code of Kazakhstan, employers may choose (or be bound by collective labor agreements) to pay the difference between the employee's actual wage and the state GFSS benefit.

What state lump-sum child birth grant is paid upon delivery? ▼

In addition to social insurance payments, the state provides a guaranteed one-time child birth grant (Единовременное пособие на рождение ребенка): 38 MRP (149,416 KZT in 2025) for the 1st, 2nd, and 3rd child, and 63 MRP (247,716 KZT in 2025) for the 4th and subsequent children.
