Pension Framework in Peru: ONP vs AFP
Peru operates two parallel retirement architectures:
ONP (Sistema Nacional D.L. 19990)
A collective solidarity fund. Full pension requires at least 20 years (240 months) of verified contributions, paying between S/ 500 (minimum) and S/ 893 (statutory maximum ceiling). Under Ley 31301, proportional pensions exist: S/ 250 for 10-14 years of contributions and S/ 350 for 15-19 years. Funds cannot be withdrawn in cash.
AFP (Sistema Privado Ley 30425)
Individual capitalization accounts. Upon reaching age 65, affiliates can choose a monthly pension or withdraw up to 95.5% of their total accumulated fund in cash. The remaining 4.5% is directly transferred to EsSalud to guarantee lifelong medical healthcare coverage.
