Tanzania Customs & Import Legal Framework
Customs duties and import levies across Tanzania are implemented under the East African Community Customs Management Act (EACCMA), 2004 and the Value Added Tax Act, 2014, administered by the Tanzania Revenue Authority (TRA).
1. EAC 4-Band CET Structure
Tanzania applies the unified East African Community Common External Tariff: 0% on raw materials and capital machinery, 10% on intermediate inputs, 25% on finished consumer goods, and 35% on sensitive domestic products.
2. Railway Development Levy (1.5%)
Under the Finance Act, an RDL of 1.5% is charged on the CIF value of imported goods to fund the construction and modernization of the Standard Gauge Railway (SGR) network.
3. Vehicle Age Dumping Penalties
Imported motor vehicles older than 8 years from the year of manufacture attract an environmental dumping excise penalty to curb pollution and discourage aged fleet imports.
4. Compounded 18% VAT
VAT is charged at 18% on the composite taxable value, defined under Section 69 of the VAT Act as CIF plus import duty plus excise duty plus RDL.
