1. Why are properties in England still banded on 1991 valuations?
Under the Local Government Finance Act 1992, every domestic property in England was assessed by the Valuation Office Agency (VOA) based on its estimated open market capital value on 1 April 1991. Even newly constructed properties today are assigned a band based on what they would have been worth in April 1991.
2. How does the 25% Single Person Discount (SPD) work?
If you are the only person aged 18 or older living in a property as your sole or main residence, you are legally entitled to a 25% reduction on your total Council Tax bill, regardless of your personal income. Certain adults are "disregarded" for Council Tax purposes, including full-time university students, student nurses, apprentices, and live-in carers.
3. What is the Adult Social Care (ASC) Precept?
Local authorities with social care responsibilities are permitted by central government to levy an additional ring-fenced percentage on top of regular Council Tax (up to 2% annually) dedicated exclusively to funding elderly adult social care and disability services.
