UK Customs & Import VAT Regulations
1. How does the UK's £135 import threshold work?
Under post-Brexit UK customs rules:
- Parcels valued at £135 or less: Completely exempt from UK Customs Duty. However, standard 20% VAT remains payable. If ordered through an online marketplace (e.g. Amazon, eBay, AliExpress), VAT is charged at the point of sale.
- Parcels valued over £135: Subject to both UK Customs Duty and 20% Import VAT collected at the UK border before the courier releases the parcel.
2. How is Import VAT calculated on imported goods?
Import VAT is not calculated solely on the price of the goods. HMRC calculates 20% Import VAT on the entire taxable import value, which is the sum of: Cost of goods + International postage & shipping + Transit insurance + Customs Duty payable.
3. Why do couriers charge a handling or clearance fee?
Carriers such as Royal Mail, ParcelForce, DHL, and FedEx pay HMRC the customs duties and VAT on your behalf to clear the parcel through border control quickly. They then charge you an administrative processing or clearance fee (typically £8.00 to £12.00) to cover the cost of preparing customs documentation and collecting payment from you.
