Statutory Guidelines: Property Transfer in Zimbabwe
- ZIMRA Capital Gains Tax Clearance: Before the Registrar of Deeds can register a title transfer, ZIMRA must issue a Capital Gains Tax Clearance Certificate (REV 1 form) confirming tax settlement.
- Pre-2019 vs Post-2019 Rule: Properties bought before 22 February 2019 are taxed at a flat 5% on the gross selling price due to historical currency rebasing. Properties bought on or after 22 February 2019 pay 20% on the actual capital gain in USD.
- Elderly Exemption (Age 55+): Under Section 10 of the Capital Gains Tax Act, an individual who has attained the age of 55 prior to the date of sale is entirely exempt from Capital Gains Tax on their primary residential property.
- Stamp Duty Sliding Slabs: 1% on first $100,000; 2% on $100,001 - $150,000; 3% on $150,001 - $250,000; and 4% on amounts exceeding $250,000.
